Regarding transportation under the TIR procedure using subcontractors after the entry into force of the order of the Ministry of Finance of Ukraine dated 20.11.2017. No. 953

 

Dear members of the Association!

We have already reported (the Department's information dated January 9, 2018), from 05.01.2018 in Ukraine, the Order of the Ministry of Finance of Ukraine dated November 20, 2017 No. 953 "On Approval of the Implementation of the provisions of the Customs Convention on the International Carriage of Goods under Cover of TIR Carnets ( TIR Convention, 1975, and Instructions for filling out a TIR Carnet "(registered with the Ministry of Justice of Ukraine on December 12, 2017 under No. 1496/31364).

As you could see, Section VII of the Procedure "The Features of Carrying Out Cargo Using a TIR Carnet Under the Terms of a Subcontract" provides for the possibility of carriage under the TIR procedure with the use of subcontractors.

Please note that if you are interested in carrying out such transport using a TIR Carnet, in order to obtain a permit, you need to contact the ASMAP of Ukraine and provide the following documents:

request permission to use subcontractors;

a list of proposed subcontractors;

Annex I to the Declaration of Commitment of the Transport Company on admission to the TIR Customs System and the use of ordinary TIR Carnets.

We also inform that today the possibility of using subcontracting services under the TIR procedure in the following countries has been officially confirmed: Austria, Great Britain, Georgia, Denmark, Kazakhstan, Lebanon, Germany, Poland, Romania, Syria, Turkmenistan, France, Czech Republic.
