As to the prohibition on extending the time limit for the return of foreign permits!

 

Dear carriers!

In addition to the information dated 16/01/2018, posted on the site of the AsMAP of Ukraine at the link http://asmap.org.ua/index1.php?idt=64681&langid=1, we will announce the following.

We remind you that on January 15, 2018, the Ministry of Infrastructure of Ukraine published on its official web-site the Protocol from January 27, 2017 No. 14 of the session of the Commission on consideration of issues related to the registration, issue, registration and analysis of the effectiveness of the use of permits for travel through territories foreign states, approved by the order of the Ministry of Infrastructure of Ukraine dated January 11, 2018, No. 18 (https://mtu.gov.ua/documents/811.html).

In accordance with this Protocol, the Commission adopted the following decisions:

1. Additional temporary restrictions for 2018 on the issue and issuance of permits from individual countries and species with limited annual quotas have been established.

2. The Commission considered the issue of suspending the issuance of permits to carriers who systematically violate the time-limits for returning permits (have five or more unsatisfactory permits within 90 days from the date of receipt).

According to the analysis, the return to the points of issuance of Ukrtranssecurity permits, revealed a significant number of unused permits, indicating the ineffective use of permits.

The following decisions were made:

- To recommend to the State Service of Ukraine on safety in transport to ensure further implementation of measures to stop the issuance of permits car carriers that systematically violate the terms of permit authorization (have five or more unsatisfactory permits within 90 days from the date of receipt), with the subsequent restoration of permits in case the return of carriers of these permits (if the number of permits remaining is less than five).

- In order to effectively use the permits, the State Service of Ukraine for Transport Security ensures the strict implementation of paragraphs 3.12 and 4.4 of the Procedure without applying the extension procedure for their return by written request by February 15, following the reporting year.

Consequently, starting from April 1, 2018, carriers who received foreign quota permits in 2018, starting from January 1, 2018, will cease issuing permits in case of violation of their terms of return (they have five or more unsuccessful permits within 90 days from date of receipt)

Taking into account the above, we ask the members of the Association to take into account and use the information provided in the work and to strictly observe the requirements of the current Procedure for the period of permit issuance.
